“四个融合”要求下的自然资源信息化建设路径研究Research on the development path of natural resources informatization under the requirements of "Four Fusion"

摘要(Abstract):
本文围绕自然资源管理“四个融合”(司局融合、部局融合、部门融合、部省融合)要求,系统分析了当前信息化建设面临的“数据孤岛”、业务壁垒、平台分散等核心问题,研究提出“业务融合牵引-数据融合奠基-平台整合支撑-场景融合赋能”四位一体的建设路径。在业务融合环节,通过重构土地、林草、矿产等多要素业务流程,建立“调查监测-规划编制-用途管制-保护修复”全生命周期协同机制;在数据融合环节,基于国土空间信息模型(TIM)构建全域“一套数”体系,结合空间码与知识图谱技术,实现多源数据实体化关联与冲突消解;在平台整合环节,通过算力算法复用、人工智能能力注入(如行业大模型)和低代码场景装配,打造集数据管理、空间分析与智能决策于一体的统一平台;在场景融合目标下,以“内合-外拓-创新”为路径,推动跨部门要素保障场景建设,开发智能审批、动态监管等创新应用。本文立足自然资源部“两统一”职责,通过信息化建设的融合路径探索,服务自然资源机构的深度融合、职责的协同优化及业务的高效联动。
This study focuses on the reform requirements of the "Four Fusion"(fusion of departments, fusion of ministries and bureaus, interdepartmental fusion, and ministry-province fusion) in natural resources management, systematically analyzing key challenges in current informatization development, including "data silos", operational barriers, and platform fragmentation. A four-in-one construction pathway is proposed: business integration as the driver, data convergence as the foundation, platform consolidation as the support, and scenario empowerment as the goal. Business integration restructures multi-resource workflows(e.g., land, forestry, minerals) to establish a full lifecycle coordination mechanism spanning "surveying-monitoring-planning-regulation-protection-restoration." Data convergence constructs a unified "one-set dataset" system based on the Territorial Information Model(TIM), enabling entity-level association and conflict resolution of multi-source data through spatial coding and knowledge graph technologies. Platform consolidation integrates computing resources, embeds AI capabilities(e.g., industry-specific large models), and adopts low-code scenario assembly to build a unified platform for data management, spatial analysis, and intelligent decision-making. Scenario empowerment follows an "internal consolidation–external expansion–innovation" approach to develop cross-departmental resource guarantee scenarios and innovative applications like intelligent approval and dynamic monitoring. Anchored in the "dual unified" functions of natural resources management, this informatization pathway facilitates deep institutional integration, optimized responsibilities, and operational synergies, ultimately supporting systematic and holistic territorial governance.
